A baseline questionnaire explicitly integrates all the characteristics and criteria retained to characterise the concerned target community and the functioning of the agricultural systems in question. The questionnaire was concluded after a discussion with the focal points in the three countries (find a copy of the questionnaire and OSS final assessment in the Annex).

The focus was mainly on:

• water and land use and agricultural inputs;
• the role of women in water resources management;
• the main and most common agricultural problems;
• the farmers’ adaptation capacity to the scarcity of water resources at the quantitative as well as the qualitative level;
• future perspectives.
